The Engineering Division focuses on the safe functioning of the Town’s streets, sidewalks, parking lots and traffic control systems (signs, signals, pavement markings). These systems are monitored, records kept, and actions taken in accordance with Federal, State and Town regulations and practices. Staff investigates and documents circumstances of traffic accidents and looks for ways to make roads safer.

In preparation of any town project, the Engineering Division prepares surveys, design plans, specifications and cost estimates for proposed capital improvements which include streets, sidewalks, storm sewers, curbs, culverts, bridges, athletic fields and other town-owned property improvements. Staff also reviews plans for private development.

The Engineering Division provides the following services (listed in alphabetical order):

Bridges & Culverts
Periodic inspection, design, and replacement of 14 Town-owned bridges, excluding state, railroad and private bridges, provide essential safety to the public.

The Engineering Division inspects, designs and contracts for the replacement of the Town's 96 culverts, which makes up 35 miles of a watercourse system under the roadways. Engineering services are also provided for watercourse improvements in conjunction with the flood and erosion regulatory process.

Driveway Permits
Licensed contractors may obtain driveway or street excavation permits by coming to Room 204 in Town Hall. If you are applying for a permit for the first time, you must bring your certificate of insurance, and complete an application. The cost for a permit is $50. Permits must be obtained for each work location. All driveway permits must conform with current zoning standards. Click on the link above for a driveway permit application.

Infrastructure Design Services
The Engineering staff design all of the Town's infrastructure improvements in-house.

Public Transportation
Public transportation services, including bus schedules, bus routes, bus stops, bus stop signs, and bus shelters, are coordinated by the Engineering Division with the Connecticut Transit and the Connecticut Department of Transportation. Bus shelters are maintained by the Grounds Division of the Public Works Department and may be contacted at (860) 561-8100.

Sidewalks
The Town inspects and maintains 245 miles of sidewalks to reduce and eliminate potential hazards for pedestrians.

Stormwater Management
The Town of West Hartford Stormwater Management Plan, June 2004, along with the West Hartford drainage basin maps, storm sewer map and storm sewer outfall map are available for public review in the Town Engineer's Office, Room 204 in Town Hall.

Survey of Town Property
Detailed surveys of Town property and construction projects are undertaken by the Survey Section of the Engineering Division.

Traffic Safety and Traffic Planning
The Traffic Section of the Engineering Division conducts traffic counts on streets and intersections and undertakes traffic studies related to traffic signs and signals, pavement markings, parking and pedestrian safety.

The Traffic Section also includes bus routes, schedules and shelters, street pavement markings and traffic flow planning. They also work with utility companies and contractors to ensure that the streets of West Hartford are in good repair when a project requiring street excavation has been completed.
