Section 8-23 of the Connecticut State Statutes requires the Town Plan and Zoning Commission to review the Plan of Conservation and Development at least once every ten years.  Chapter XIII of the West Hartford Town Charter grants authority to the Town Plan and Zoning Commission to prepare and adopt a Town Plan of Conservation and Development subject to final approval of the Town Council. 

 The purpose of a Plan of Conservation and Development is to provide a basic framework for the use of land. The Plan should not be thought of as a rigid blueprint but, rather as a general policy guide to Town growth. The Plan should have sufficient flexibility to address changing priorities, while still retaining an underlying foundation of purpose and direction.

The policies of the Plan do not have the authority of regulation; instead they are broadly based recommendations for the future development and improvement of West Hartford over an extended time frame. This Plan of Conservation and Development, 2008 - 2018, updates, revises, and where necessary, redirects policies and goals as set forth in the 1997 Plan of Conservation and Development and previous Plans.   

The five primary elements included in the 1997 Plan of Conservation and Development specifically, Demographics, Land Use, Conservation/Open Space, Transportation, Economic Development and Historic Preservation will be reviewed and included in this update. This Plan adds Housing as an element and also includes discussions on smart growth and sustainability.

Included in this report, for review and comment are drafts of the Demographic, Economic Development, and Housing and Transportation elements prepared by Town staff and the Town Plan and Zoning Commission.
