Each person participating in this solicitation shall be identified by a non-transferable badge issued by the Chief of Police of the Town of West Hartford unless this requirement is waived by the Chief of Police as specified in the Town Ordinance Regulating House-to-House Solicitations, Canvasses and Sales, adopted by the Town Council on March 13, 1973. All badges shall be returned to the Chief of Police when this certificate expires. No solicitation shall be conducted before the hour of 9:00 a.m., nor after the hour of darkness in the evening, unless by appointment.
