WHPD Promotions: On April 18, 2008 the West Hartford Police Department made the following promotions: Detective Steven Hinckley was promoted to Patrol Sergeant and Officer Gary Ciarleglio was promoted to Detective.

Police Officer Applications - The West Hartford Police is currently accepting applications for the position of police officer. Click here to see the requirements to become a police officer and for a job application.

Behind The Badge - The College Police Academy will consist of 10 classroom sessions, one 8 hour stations day and a ride along with a West Hartford Police Officer. The classroom sessions will be held Tuesday and Thursday evenings, from 5:00 PM- 10:00 PM from June 3, 208 through July 22, 2008. The stations day will be determined at a later date and the ride along requirement will need to be completed by the end of the academy.

The student will recognize the fundamental duties, obligations, influences, and philosophies inherent with the acceptance of a position as a police officer. He/she will possess a working knowledge of the West Hartford Police organization, chain of command, and rules and regulations.

Any interested college student between the ages of 18-25 and who have no prior felony convictions are encouraged to attend. Click here to download a current brochure (Adobe pdf file). New Hires: The West Hartford Police Department has hired two new officers. Officer Dante Ursini was one of the students in our first college academy class that we conducted last summer. He is a senior at Central Connecticut State University, with a major in Criminology.

We also hired Officer Jeremy Allen. Officer Allen served 6 1/2 years in the United States Army as a member of the 82nd Airborne. He saw service in both Iraq and Afghanistan. He left the Army as a segeant and was assigned to recruiting duties.

Job Opening: The West Hartford Police Department has openings for School Crossing Guards.

Starting salary is $15.59  per post (2 posts per day. Most run about 45  to  60 minutes).

Bonuses include: a $3.00 per post bonus for longer posts that cover both middle and elementary schools as well as a $10.00 bonus for two weeks perfect attendance.

Assistance with the Dr. George Readon Investigation: The West Hartford Police Department is working with the Sexual Assault Crisis Services to assist victims through this difficult time. We are working with this Crisis Service to form a support group.

Laws of Interest:

Gun Law Changes - The CT General Statute 29-28(b) states that the issuing authority needs to be notified of an address change within two (2) business days. The address change includes the old address with the new address and your permit number.

CT Public Act #07-163 replacess CT General Statute 53-202g and states that any gun owner shall report the loss or theft of a lost/stolen firearm to the local police agency within 72 hours of when such person discovered or should have discovered the loss or theft.

(Free Gun Locks - The West Hartford Police Department has received a shipment of gun locks. These gun locks were provided to agencies across the country through Project Childsafe and is funded by a $50 million grant from the US Department of Justice. West Hartford residents can pick up a free gun lock at the police station (limit 2 per person). )

Minor in Possession of Alcohol - The West Hartford Police Department would like to remind drivers of the consequences to drinking alcohol. Besides the obvious of drinking and driving, Connecticut General Statues (C.G.S.) are strict and loaded with consequences. Operating a motor vehicle while under the influence of alcohol or drugs (C.G.S. 14-227a) states that your blood to alcohol ratio can not exceed .008% while driving. If suspected of drunk/drugged driving, the driver must submit to a breath or urine test to determine the level of intoxication. If the driver is over the legal limit, the penalties are as follows: 1st offense is $550- $1,000 fines, imprisoned up to 6 months, 100 hours of community service, and a one (1) year suspension of your license. The penalties increase with every subsequent offense. If the driver is under 18 years old, their license will be suspended until they are 18 years old or the one year suspension (which ever is longer). 

State law also addresses the issues of underage persons obtaining alcohol. If a person in CT has a false ID and uses it to purchase alcohol, the penalty (under C.G.S. 30-89) is between $200 - $500 in fines.  It adds that any minor (under 21 years old) who possess alcoholic liquor on public or private property shall be issued a payable fine from $200-$500. Anyone who purchases or attempts to purchase such liquor or who makes any false statement for the purpose of procuring such liquor shall be fined not less than two hundred nor more than five hundred dollars (currently at $181.00).

Furthermore, the law states that no person having possession of, or exercising dominion and control over, any dwelling unit or private property shall knowingly permit any minor to possess alcoholic liquor in such dwelling unit or on such private property, or knowing that any minor possesses alcoholic liquor in such dwelling unit or on such private property, fail to make reasonable efforts to halt such possession. Any person who violates this, have committed an infraction. The fine is currently a $136.00 infraction (payable fine).

The above law about minor in possession of alcohol on public or private property is also attached to C.G.S. 14-11e. That statute states that any minor convicted of C.G.S. 30-89 shall have their driver's license suspended for a period of 150 days. If that minor does not have their license yet, the 150 day suspension will begin once that person is eligible to obtain their license privilege.  

Car Seat Law - Any person who transports a child six (6) years of age and under and weighing less than sixty (60) pounds, shall provide and require the child to use a child restraint system. Any person who transports a child under one (1)year of age or weighing less than twenty (20)pounds in a motor vehicle on the highways of this state shall provide and require the child to ride rear-facing in a child restraint system.

Cell Phone Law - This bill will prohibit any driver from using a mobile electronic device, (e. g. , a personal data assistant, cell phone, etc) to perform any personal computer function, send or receive any electronic mail, play any video game or digital video disk, or take or transmit any digital photograph while operating a motor vehicle on a public highway or private road. The use of cellular telephones will be limited to a "hands free" use of such devices. No driver under the age of eighteen (18) years old shall be allowed the use of a cellular telephone at all while operating a motor vehicle.
