Frequently Asked Questions about
the Elderly / Disabled Homeowner's Program

Is it true that once I turn 65 my taxes can be frozen?
No. There is no longer a program that freezes taxes for those now becoming 65. West Hartford does offer, however, a Local Option Tax Freeze program for seniors age 70 and older. Find out more by reading the fact sheet
and completing the application.

How do I qualify for a reduction?
You must be a legal resident of West Hartford, age 65 by December 31 of the previous year, and meet the income requirements set by the state. This is a state program; the Town administers the paperwork.

What are the income requirements?
Income limits are adjusted each year. This income includes your Social Security and Medicare benefits. Please call the Assessment Office at (860) 561-7414 for current income guidelines, or refer to this links page that has each program's income limits.

Are there any other requirements that I must meet?
Yes. You must also meet the residency requirement. Your legal residence must be in West Hartford. You must have owned the property at least one year or have life tenancy and be responsible for paying the taxes. If you own property in another state, you cannot be receiving any type of tax credit or exemptions in that state.

What do you need as "proof" of my income?
If you file an income tax return, we will need a complete copy for our files and the 1099 forms from Social Security. If you do not file an income tax return, we will need copies (to keep) of all your 1099 forms for Social Security, pensions, dividends, interest, rental income receipts, non-taxable income: all forms of income are included. ALSO, you will not be eligible if you have received federal, state or municipal funds with the exception of Supplemental Social Security, Medicaid, or Food Stamps.
